NAGDCA has finalized its 2024 Legislative Priorities ahead of the Executive Board’s trip to Washington, D.C. next week to advocate on your behalf on Capitol Hill. This year, our conversations with legislative staff will focus on a few key areas.
- Many of you are waiting to implement SECURE 2.0 provisions until you have further guidance or clarification, and that implementation dates are still looming for many provisions that remain unclear. We will do everything in our power to ensure that your voice is heard, and that we get answers as quickly as possible.
- We will also be pressing Congressional staff to pay special attention to public sector defined contributions plans, and to remind them that legislative fixes and regulatory guidance that solve problems for ERISA plans may not apply to us. Our plans are different – with different rules, limitations, and opportunities – and decision makers need to be continually reminded that we play a critical role in the retirement industry.
- We will continue to emphasize the unique nature of public sector plans, but balanced with the need for efficiency and simplicity. In some cases, we want to streamline administrative processes to look more like the private sector – such as our advocacy for eliminating the archaic “first day of the month” rule in 457 plans. But in other instances, we want to preserve our unique features like special catch-up provisions and the 10% penalty exemption for 457 plans.
This is a nuanced conversation, and it is our task to communicate your priorities to Capitol Hill.
