Measuring Success/Benchmarking Webinar
NAGDCA's first webinar of 2018 will cover the topic of measuring success through benchmarking. The speakers will discuss the importance of benchmarking data and the uses of data for both industry providers and plan sponsors. They will also highlight specific ways they have used NAGDCA's Perspectives in Practice benchmarking data.
Paul Beddoe, NAGDCA Government Affairs Director, will discuss the importance of NAGDCA's data to legislative affairs, and will provide a legislative update.

Tim has nearly 15 years of experience working with public retirement plans on the plan sponsor side. In his current capacity as Retirement Program Manager with the State University of New York (SUNY), he has primary responsibility for the New York State Voluntary Defined Contribution Program (VDC), a 401(a) retirement plan that is an alternative to traditional defined benefit plans for eligible state and local government employees. Tim’s focus is on making the VDC a national leader in the defined contribution space, recognized for innovation, good retirement outcomes, and to build a culture that fosters long-term participant and employer engagement.
Prior to joining SUNY, Tim worked for the City of Baltimore, leading significant efforts to enhance the City’s defined contribution retirement plans, which culminated in the City winning the 2016 Public Defined Contribution Plan Sponsor of the Year award. The acknowledgement reflected Tim’s commitment to achieving positive retirement outcomes through participant engagement and the cultivation of trust between plan sponsor and participant.
- Mikaylee O'Connor, Consultant, Principal, RVK Inc; Benchmarking Committee Vice-Chair -
Mikaylee is a Consultant within RVK’s DC practice and is a core member of the firm’s DC Solutions Group. She advises a number of client relationships including corporate, multiple-employer, and public DC plans. She works directly with clients on developing investment policies, investment menu design, plan fee reviews, target date fund evaluations, white-label asset allocation and implementation, and trustee education. Mikaylee also leads firm level research and thought leadership specific to the DC market. Mikaylee is an RVK Shareholder and DCIIA Executive Committee Member. Mikaylee earned a Bachelor of Arts degree in Finance from Portland State University.
- Ryan McCoy, Chief of Deferred Compensation, Pennsylvania State Employees' Retirement System; Bechmarking Committee Member -
Ryan has served as Chief of Deferred Compensation for two years. Ryan produces all financial reporting for the PA SERS 457(b) plan, review s and approves all marketing of the plan, produces financial and demographic reports and analysis for the PA SERS Board of Directors and CFO, and to maintains SERS’s relationship with their third-party administrator. His background is in accounting, and he has worked in both private industry and public accounting before coming to the Commonwealth of PA. Ryan spent three years of his career auditing retirement plans of various labor unions and not-for-profit associations. Ryan graducated with a bachelor’s of science in Accounting from the Pennsylvania State University.

Paul Beddoe began serving as NAGDCA's Government Affairs Director on January 1, 2018. Paul is a legislative affairs professional with skills in intergovernmental affairs and the development and implementation of advocacy strategies. He brings a broad knowledge of federal domestic policy important to state and local governments, including tax and finance, workforce and health and human services from sixteen years on the legislative affairs team at the National Association of Counties (NACo). For the last three years he was Deputy Legislative Director.
Prior to NACo, Paul was a policy analyst for the Idaho Association of Counties—and a Public Employee Retirement System of Idaho plan participant! He holds a B.A. from the Master’s University in Santa Clarita, Calif. and a Ph.D. from the University of St. Andrews in Scotland.
